BYLAWS

ARTICLE 1.
NAME


The name of this non-profit organization is the PENSACOLA SPECKLED TROUT CLUB.

ARTICLE 2.
PURPOSE

The objectives of the PENSACOLA SPECKLED TROUT CLUB are to promote fellowship among the areas inshore anglers; to stimulate public interest in speckled trout fishing and other types of sportfishing for inshore saltwater species; to promote conservation and wise use of the inshore fishery to the best advantage of all user groups

ARTICLE 3.
MEMBERSHIP AND DUES

SECTION 1: The annual membership dues shall be payable on or before the first meeting of the year for current members.

SECTION 2: Membership shall run from January 1 through December 31 annually.

SECTION 3: Membership classification shall be:
a. REGULAR MEMBERS who have reach the age of 16 and have paid the annual dues of $20.00.
b. JUNIOR MEMBERS who have not attained the age of 16 and have paid the annual dues of $10.00.
c. HONORARY MEMBERS so designated for their efforts to promote sportfishing and are nominated by a two-thirds majority of the membership.

SECTION 4: For a member to be considered in good standing, he must have his annual dues paid no later than the first meeting of the calendar year.

SECTION 5: Only members in good standing are eligible to hold office or vote.

SECTION 6: To become a member, the applicant must be sponsored by a member in good standing and be approved by two-thirds of the total members present at that meeting. The applicant must further pay the annual dues after being voted a REGULAR or JUNIOR member by the club membership as stipulated in the preceding sentence. Dues will be prorated for the NEW member in the amount of one-twelfth the annual dues per each month remaining in the calendar year.

SECTION 7: Any member who, by his or her conduct or public comment, violates the ethics, principles, or any rules of the PENSACOLA SPECKLED TROUT CLUB may be expelled from membership by a two-thirds majority vote of the members, provided the person so charged has been given prior notice of at least 48 hours of the proposed action and is given an opportunity to be heard by the members at the meeting at which his or her case is to be reviewed and voted on.

SECTION 8: Any member whose connection with the PENSACOLA SPECKLED TROUT CLUB is severed by resignation, death, expulsion or otherwise, forfeits all interest in the funds and property belonging to the club.

SECTION 9: Should dissolution of the PENSACOLA SPECKLED TROUT CLUB occur, all assets will be donated to a charitable non-profit organization connected with sport fishing.

ARTICLE 4.
MEETINGS

SECTION 1: There will be a regular meeting of the general membership once per month. The club members will determine the date, time, and location of the meeting.

SECTION 2: Quorum, In order to hold an official meeting that would be binding on all members of the PENSACOLA SPECKLED TROUT CLUB and to conduct any official business, it would be necessary to have at least 20% of the membership in good standing, including at least one (1) elected official present at the meeting.

ARTICLE 5.
ELECTION OF OFFICERS

SECTION 1: The slate of officers includes the president, vice-president, secretary, and treasurer. The election of each officer requires a majority vote of the general membership present at the first meeting of the calendar year.

SECTION 2: Nominations for officers will be made from the floor at the November meeting of the calendar year.

SECTION 3: Each officer shall serve from the second meeting of the calendar year and will preside over the election at the first meeting.

ARTICLE 6.
DUTIES OF THE OFFICERS

SECTION 1: The president will preside at all meetings and perform such duties and services as required for orderly functions of the club.

SECTION 2: The vice-president will, in the absence of the president, perform the duties of the president and such further duties as are assigned him by the president.

SECTION 3: The duties of the secretary are to attend all meetings of the membership and keep an accurate record in permanent form of the minutes and records of the club and such duties as may be otherwise prescribed by the president.

SECTION 4: The duties of the treasurer are to receive and be custodian of all club moneys. He is the treasurer of all committees, and will pay all bills against the club as authorized by the president and/or the general membership; keep an accurate account, under the proper dates, of the amount and sources of receipts and the amounts and purposes of disbursements, taking proper vouchers for the various items thereof. He will, at such times as the president and/or the general membership, by two-third majority vote, present for examination all books, paper, vouchers, etc. that may be necessary for a proper audit of his accounts. He will perform such other duties as required by the president.

ARTICLE 7.
FINANCES

SECTION 1: The fiscal year of the club is from January 1 through December 31 each year.

SECTION 2: All funds of the club will be deposited by the treasurer or upon his order in the name of the PENSACOLA SPECKLED TROUT CLUB in such bank or banks as may be determined by the treasurer and approved by two-thirds majority vote of the general membership.

SECTION 3: All disbursements will be made by the treasurer against a signed receipt showing purpose of expenditure along with vouchers for the various items thereof.

SECTION 4: A thorough audit will be made by a special committee appointed by the president at the end of each year when the books are closed for the fiscal year. All outstanding bills will be paid prior to seating of new officers.

SECTION 5: The treasurer will submit an annual report at the first meeting of the New Year.

ARTICLE 8.
COMMITTEES

The president may appoint committees, as he deems necessary or appropriate. No committee will be empowered to expend finances of the club or obligate the club financially without prior approval of two-thirds majority vote of the general membership present at a regular scheduled meeting of the club.

ARTICLE 9.
AMENDMENTS

The bylaws of the PENSACOLA SPECKLED TROUT CLUB may be changed, amended, or expanded by two-thirds majority vote of the regular membership present at any scheduled meeting; provided, however, that notice in writing setting forth any proposed amendments or revisions of the bylaws will be sent by the secretary to all members of the club at least 10 days before the meeting at which said proposals are to be voted upon.

TOURNAMENT RULES

1.
There will be nine (9) club sponsored tournaments per year. Normally there will be one tournament each month, March through November. The tournament chairman will have the authority to cancel, delay, or reschedule the tournament due to emergencies, severe weather, etc.

In order to receive credit for fishing the monthly club sponsored tournament, a member must be in good standing, i.e., dues paid up to date prior to the starting gun.

Members will nominate a date, fishing hours, and tournament site at the monthly meeting. Members will then vote to determine the tournament for that month.

Each person participating shall do so at their own risk. The club nor any of it's members may be held liable for damage or injury.

A maximum of two rods may be used at the same time.

Each contestant may weigh in a legal catch of Speckled Trout. If any entrant attempts to weigh in an illegal fish, i.e. under/over size, his total catch will be disqualified. The act of "culling" (holding a fish in a live well and releasing it when and if a larger fish is caught) is against Florida law and is prohibited.

The member recording the highest poundage at each tournament will be awarded a prize at the next meeting. Such prize shall be determined by the membership. 9.

Side bets such as "Big Fish Pot" will be allowed; however, the club itself shall not sponsor such a bet. However, the tournament chairman may collect and distribute such bets. 10.

Points for each tournament and monthly meeting attended will count toward the "Fisherman of the Year" award in January. (such prize to be determined). Points will be distributed as follows:

a. 2 points for attending the monthly meeting.
b. 2 points for the largest trout caught at the tournament.
c. 3 points for attending the monthly tournament, (i.e. present at the weigh-in)
d. Place standings:

1st place = 10 points 6th place = 5 points
2nd place = 9 points 7th place = 4 points
3rd place = 8 points 8th place = 3 points
4th place = 7 points 9th place = 2 points
5th place = 6 points 10th place = 1 point

                In event of ties, the fishermen tied shall be awarded an equal number of points and the next place declared vacant. Ties at the end of the year will be decided by the heaviest stringer of fish weighed during the year.

h.  3 points or less for club special events:

     These events will be club sponsored, as determined by the membership in voting session. This broad event category will consist of activities in which the participation by the majority of the club membership could reasonably be anticipated. Prominent examples would be local club fishing competitions with other fishing clubs, or club participation in local outdoor related charity or clean-up events. The award of points in out-of-town events (e.g., Port St Joe trips, other-than-local competition with other clubs) will require the approval of 2/3 majority of the membership present at the meeting at which the topic is surfaced.

In order to participate in a scheduled tournament, each member must check with the tournament director, or his representative, at the launch area prior to the starting time. In case of late arrivals, it is the late-comers responsibility to contact any club member participating in the tournament to announce his intentions to compete in that tournament.

Contestants who are not on shore at the conclusion of the tournament will be penalized one pound per minute they are late. Any protests must be registered at the weigh-in to the tournament chairman (or to a club official if the tournament chairman is involved). Protests will be arbitrated by the club officials present. All decisions are final.
